AML International SUMMIT 2026

Después de más de una década impulsando el diálogo entre autoridades y sector financiero en materia de prevención de lavado de dinero y financiamiento al terrorismo, UNIFIMEX presenta una nueva etapa de este esfuerzo AML International Summit 2026: Financial Integrity and Effectiveness.

El próximo 23 y 24 de septiembre de 2026, en el Tecnológico de Monterrey, Campus Santa Fe, reuniremos a autoridades nacionales e internacionales, organismos multilaterales, expertos globales y líderes de la industria financiera mexicana para analizar los principales desafíos que enfrenta la integridad financiera en un entorno cada vez más complejo y digital.

Más allá del cumplimiento regulatorio, el Summit busca impulsar una conversación sobre efectividad: fortalecer la cooperación público-privada, aprovechar la innovación tecnológica, combatir las finanzas ilícitas y construir sistemas financieros más seguros, resilientes e inclusivos.

Como parte de esta edición, los participantes tendrán acceso al “Virtual Assets & Related Risk Workshop” desarrollado con el apoyo de IRS Criminal Investigation (IRS-CI), la principal agencia federal de investigación financiera de los Estados Unidos y una referencia mundial en el combate al lavado de dinero los delitos financieros y las finanzas ilícitas. Esta sesión especializada brindará una oportunidad única para conocer tendencias emergentes, metodologías de investigación y mejores prácticas internacionales en materia de Activos Virtuales directamente de algunos de los expertos que lideran investigaciones complejas a nivel global.

After more than a decade fostering dialogue between authorities and the financial sector on the prevention of money laundering and terrorist financing, UNIFIMEX presents a new phase of this effort: the AML International Summit 2026: Financial Integrity and Effectiveness.

On September 23 and 24, 2026 at Tecnológico de Monterrey, Santa Fe Campus, we will bring together national and international authorities, multilateral organizations, global experts, and leaders from the Mexican financial industry to analyze the main challenges facing financial integrity in an increasingly complex and digital environment.

Beyond regulatory compliance, the Summit seeks to promote a conversation about effectiveness: how to strengthen public-private cooperation, leverage technological innovation, combat illicit finance, and build safer, more resilient, and more inclusive financial systems.

Titular de la Unidad de Inteligencia Financiera (UIF) de la Secretaría de Hacienda y Crédito Público (SHCP)


Licenciado en Derecho por la Universidad Nacional Autónoma de México (UNAM), y Maestro en Juicios Orales; con una carrera profesional de más de 25 años en labores de inteligencia.

• Cargo actual: Titular de la Unidad de Inteligencia Financiera (UIF) de la Secretaríade Hacienda y Crédito Público (SHCP), desde agosto de 2025, donde impulsa acciones de coordinación interinstitucional para el combate efectivo de delitos que atentan al Sistema Financiero.

• Actualmente encabeza la Estrategia Nacional contra la Prevención y el Lavado de Dinero.

Otros cargos

• Ha desempeñado cargos en distintas áreas de inteligencia y seguridad como Interpol, AIC-FGR, Policía Federal, CNI, entre otras.

Durante su trayectoria, ha recibido reconocimientos por parte de agencias de seguridad estadounidenses, como el Cuerpo de Alguaciles de Estados Unidos (US Marshals), el Buró Federal de Investigaciones (FBI), el Servicio de Inmigración y Aduanas (ICE) y el Servicio de Aduanas y Protección Fronteriza (CBP).

A lo largo de su carrera profesional Omar Reyes, ha recibido formación, especializándose en temas de inteligencia, lavado de dinero y operaciones de alto riesgo, por distintos países de América y Europa.

Ha participado en actividades de capacitación y contribuido a la formación en materia de investigación policial en México y el extranjero, para policías de distintas agencias.

Titular de la Unidad de Inteligencia Financiera (UIF) de la Secretaría de Hacienda y Crédito Público (SHCP)


A graduate in Law from the National Autonomous University of Mexico (UNAM), and with a Master’s degree in Oral Litigation, he has over 25 years of professional experience in intelligence work.

• Current position: Head of the Financial Intelligence Unit (UIF) of the Ministry of Finance and Public Credit (SHCP), since August 2025, where he promotes inter-institutional coordination for the effective fight against crimes that threaten the financial system.

• He currently leads the National Strategy against Money Laundering and the Prevention of Money Laundering.

Other positions

• He has held positions in various intelligence and security agencies, including Interpol, the Criminal Investigation Agency (AIC-FGR), the Federal Police, and the National Intelligence Center (CNI), among others.

Throughout his career, he has received recognition from U.S. law enforcement agencies, including the U.S. Marshals Service, the Federal Bureau of Investigation (FBI), Immigration and Customs Enforcement (ICE), and Customs and Border Protection (CBP).

Throughout his professional career, Omar Reyes has received training, specializing in intelligence, money laundering, and high-risk operations, in various countries across the Americas and Europe.

Cuenta con una trayectoria especializada en política financiera, regulación y técnica legislativa dentro de la Secretaría de Hacienda y Crédito Público.

Abogado de profesión, a lo largo de su carrera ha participado en la elaboración y reforma de leyes fundamentales para el sistema financiero mexicano, así como en la interpretación administrativa de disposiciones que orientan la actuación de autoridades como la CNBV y la CONDUSEF. Como Coordinador de Banca y Valores en la Unidad de Banca, Valores y Ahorro, tuvo a su cargo la formulación de políticas de regulación y supervisión aplicables a banca múltiple, mercado de valores, fondos de inversión, instituciones de tecnología financiera y demás entidades supervisadas.

Entre sus logros destaca la coordinación de reformas legales relevantes en materia de mercado de valores y proceso administrativo sancionador, así como la organización de las primeras ediciones de “Semana Fintech”, impulsando el diálogo técnico y el desarrollo del ecosistema de finanzas digitales en México.

Su gestión se caracteriza por un enfoque técnico, institucional y orientado al fortalecimiento del marco regulatorio y a la estabilidad del sistema financiero.

He has a specialized background in financial policy, regulation, and legislative technique within the Ministry of Finance and Public Credit.

A lawyer by profession, throughout his career he has participated in the drafting and reform of fundamental laws for the Mexican financial system, as well as in the administrative interpretation of provisions that guide the actions of authorities such as the CNBV and CONDUSEF. As Coordinator of Banking and Securities in the Banking, Securities, and Savings Unit, he was responsible for formulating regulatory and supervisory policies applicable to commercial banks, the securities market, investment funds, financial technology institutions, and other supervised entities.

Among his achievements are the coordination of relevant legal reforms in the areas of the securities market and administrative sanctioning processes, as well as the organization of the first editions of “Fintech Week,” promoting technical dialogue and the development of the digital finance ecosystem in Mexico.

His management is characterized by a technical, institutional approach focused on strengthening the regulatory framework and the stability of the financial system.

Fue Diputada Local por Tabasco, fungió como Coordinadora de su Fracción Parlamentaria. Fue Diputada Federal al Congreso de la Unión en la LXIV Legislatura en donde fungió como secretaria de la Comisión de Economía, Comercio y Competitividad y de la Comisión de Economía Social y Fomento del Cooperativismo e integrante de la Comisión de Energía. También, tuvo la fundamental encomienda de ser la Diputada enlace de su Grupo Parlamentario con cámaras empresariales a nivel nacional, sacando adelante diversas iniciativas como, por ejemplo, el Consejo Fiscal de la Federación para fungir como un contrapeso a las decisiones del gobierno en materia económica, así como una iniciativa para impulsar la participación de mujeres en los Consejos de Administración de las Empresas que cotizan en la Bolsa Mexicana de Valores.

Es profesora de cátedra en el Tecnológico de Monterrey y presidenta fundadora de la asociación civil Nación Incluyente, organización líder en México en el análisis y medición del desarrollo económico inclusivo.

Desde marzo de 2025 fue nombrada presidenta ejecutiva de la Unión de Instituciones Financieras Mexicanas.

She holds a degree in Economics and a Master’s degree in Finance from the from the Instituto Tecnológico de Estudios Superiores de Monterrey (ITESM), and a Master’s degree in Business Administration from the University of Texas (UT). She holds diplomas in Econometrics from UNAM and Senior Management from IPADE.

She served as a Local Representative for Tabasco and as Coordinator of her Parliamentary Group. She was a Federal Representative for Congress in the 64th Legislature, where she served as Secretary of the Economy, Trade, and Competitiveness Commission and the Social Economy and the Cooperativism Promotion Commission, and a member of the Energy Commission. She also had the fundamental role of serving as her Parliamentary Group’s liaison with business chambers nationwide, advancing various initiatives such as the Federal Fiscal Council to act as a counterweight to government decisions on economic matters, as well as an initiative to promote the participation of women on the Boards of Directors of companies listed on the Mexican Stock Exchange.

She is a professor at the Instituto Tecnológico de Estudios Superiores de Monterrey (ITESM) and the founding president of the non-profit organization Nación Incluyente, a leading organization in Mexico in the analysis and measurement of inclusive economic development.

She was appointed executive president of the Union de Instituciones Financieras Mexicanas in March 2025.

Lauren Kocinski actualmente se desempeña como Agregada del IRS-CI en la Ciudad de México, cubriendo México, Honduras, Guatemala, Belice y El Salvador. Antes de ocupar este cargo, Lauren fue Agregada Adjunta del IRS-CI en la Ciudad de México durante aproximadamente dos años.

Antes de llegar a la Ciudad de México, Lauren fue Agente Especial Supervisora ​​en la oficina de Fort Myers, Florida, durante aproximadamente dos años, de 2021 a 2023. Lauren Kocinski is currently serving as Attaché of IRS-CI in Mexico City covering Mexico, Honduras, Guatemala, Belize, and El Salvador. Prior to her role as Attaché, Lauren served as Deputy Attaché for IRS-CI in Mexico City for approximately 2 years. 

Before arriving in Mexico City, Lauren served as the Supervisory Special Agent in the Fort Myers, Florida, post of duty for approximately 2 years, from 2021 to 2023. She also served as the Public Information Officer for the Tampa Field Office where she liaised with stakeholders across multiple agencies and the media performing outreach through presentations, media inquiries, and television appearances.

Lauren joined the Tampa Field Office as a Special Agent (SA) in 2016. She worked a plethora of investigations to include microcap, investor fraud, international, Nationally Coordinated Investigations Unit, employment tax, and general fraud. Lauren has acquired experience in judicial and enforcement activity including testifying at grand jury, preparing for trial, working with foreign based attaches and diplomats, authoring and conducting several search warrants and Mutual Legal Assistance Treaties, directing undercover operations, leading search and arrest warrants, and conducting several proffers with Department of Justice attorneys.

Before working for IRS-CI, Lauren spent seven years in the IRS Bank Secrecy Act civil division. This role required her, as the only IRS-BSA agent in Southwest Florida, to liaison with other agencies and coordinate with IRS-CI. She also worked as a senior auditor in the private sector for several years.

Elizabeth Bedoya serves as Acting Cyber ​​Attaché for Latin America in the IRS Criminal Investigation Division (IRS-CI), where she leads international coordination on cybercrime throughout the region. With a distinguished career spanning more than 20 years at the IRS, Bedoya has served as a Special Agent in the Boston Office, in the Cybercrime Unit in Washington, D.C., and on various international assignments supporting cybersecurity initiatives.

Having progressed through roles such as Special Agent, Supervisor, and now Acting Cyber ​​Attaché, Bedoya brings extensive experience leading investigations related to tax crimes, identity theft, wire fraud, money laundering, financial activities linked to drug trafficking, and complex financial schemes enabled by cyber technologies. Her career reflects a strong track record of leadership in interagency operations, strengthening international partnerships, and supporting high-impact investigations that protect the U.S. financial system. In her current role, Bedoya works closely with law enforcement agencies, judicial authorities, and government partners throughout Latin America to strengthen investigative capabilities, coordinate cross-border investigations, and advance IRS-CI’s mission in an increasingly complex digital landscape.

Marcos Arellano es el Agregado Regional de la Oficina de Control de Activos Extranjeros (OFAC) del Departamento del Tesoro en la Ciudad de México. La OFAC es responsable de administrar más de 30 programas de sanciones, incluyendo sanciones contra el narcotráfico, Irán, Corea del Norte, Rusia y Venezuela. El Sr. Arellano se unió a la OFAC en 2016 como Investigador de Sanciones, enfocado en redes complejas de evasión de sanciones internacionales. Cuenta con más de 15 años de experiencia profesional en el gobierno de los Estados Unidos y es Licenciado en Ciencias de la Computación por la Universidad de Maryland Global Campus.

Desde su incorporación a la OFAC, el Sr. Arellano ha adquirido experiencia en diversos programas de sanciones de la OFAC, incluyendo terrorismo, armas de destrucción masiva, Irán, Yemen, Venezuela, entre otros. El Sr. Arellano se desempeñó como Agregado Regional interino de la OFAC en la Embajada de Venezuela en Bogotá, donde asesoró al Embajador y al Jefe de Misión de la Unidad de Asuntos de Venezuela sobre las sanciones contra Rusia y Venezuela. El Sr. Arellano sirvió seis años como analista de inteligencia en el 1.er Batallón Ranger del Ejército de los Estados Unidos, con seis despliegues en apoyo de la Operación Libertad Duradera y la Operación Libertad Iraquí. Como contratista, prestó apoyo a la Agencia de Inteligencia de la Defensa y al Comando de Operaciones Especiales de los Estados Unidos como oficial de inteligencia integrado en el Comando Conjunto de Operaciones Especiales de Colombia.

Durante los últimos cinco años, el Sr. Arellano ha representado a la OFAC en foros nacionales e internacionales sobre temas relacionados con la implementación de sanciones, el cumplimiento y las sanciones secundarias que afectan a nuestros aliados y socios, así como su disposición a hacerlas cumplir. Marcos Arellano is the Regional Attaché of the Department of the Treasury’s Office of Foreign Assets Control (OFAC) in Mexico City. OFAC is responsible for administering over 30 sanctions programs, including sanctions on counter narcotics trafficking, Iran, North Korea, Russia, and Venezuela. Mr. Arellano joined OFAC in 2016, serving as a Sanctions Investigator focused on complex international sanctions evasion networks. Mr. Arellano has over 15 years of professional experience in the U.S. government and holds a Bachelor of Science in Computer Science from University of Maryland Global Campus.

Since joining OFAC, Mr. Arellano gained experience across multiple OFAC sanctions targeting programs. These include terrorism, weapons of mass destruction, Iran, Yemen, Venezuela, and others. Mr. Arellano served as the acting OFAC Regional Attaché in Embassy Bogota, where he advised the Ambassador and Chief of Mission of the Venezuela Affairs Unit on Russia and Venezuela sanctions. Mr. Arellano served six years as an Intelligence Analyst in the U.S. Army’s 1st Ranger Battalion, with six deployments in support of Operation Enduring Freedom and Operation Iraqi Freedom. As a contractor, Mr. Arellano supported the Defense Intelligence Agency and the U.S. Special Operations Command as an embedded Intelligence Officer with Colombia’s Commando Conjunto de Operaciones Especiales.

During the past five years, Mr. Arellano has represented OFAC in both domestic and international fora on issues related to implementation of sanctions, compliance, and secondary sanctions-related topics which affect our allies and partners and their willingness to enforce our sanctions. A heritage Spanish speaker, Mr. Arellano was raised in a Spanish-speaking household and has used his Spanish language skills in his official capacity with OFAC and the U.S. military.

Dennis Kihm es el Agregado Regional de FinCEN para América Latina y Representante Regional del Grupo de las Américas ante el Grupo Egmont de Unidades de Inteligencia Financiera.

Dennis se unió a FinCEN en 2020 y ha desempeñado diversas funciones, entre ellas Subdirector Asociado de la División de Operaciones Estratégicas, Jefe de la Sección de Bancos e Instituciones Depositarias de la Oficina de Cumplimiento Normativo de FinCEN y Asesor Principal de Cumplimiento Normativo.

Antes de incorporarse a FinCEN, Dennis fue Abogado Litigante en el Departamento de Justicia de los Estados Unidos, donde llevó una amplia gama de casos de delitos económicos, incluyendo lavado de dinero, violaciones de la Ley de Prácticas Corruptas en el Extranjero y delitos fiscales.

Dennis Kihm is FinCEN’s Regional Attaché for Latin America, and an Americas Group Regional Representative to the Egmont Group of Financial Intelligence Units.

Dennis joined FinCEN in 2020 and has held various different roles including Deputy Associate Director of the Strategic Operations Division, Chief the Banks and Depository Institutions Section within FinCEN’s Office of Enforcement, and Senior Advisor for Enforcement and Compliance.

Prior to joining FinCEN, Dennis was a Trial Attorney in the U.S. Department of Justice, bringing a wide variety of white collar prosecutions, including for money laundering, Foreign Corrupt Practices Act violations, and criminal tax violations.

He is a graduate of the University of Texas School of Law, and received bachelor’s degrees in history and philosophy from the College of William and Mary.

Him helps private and public sector clients solve business, legal, and policy challenges arising from geoeconomic risks, with a focus on sanctions, anti-money laundering and corruption, investment security, trade and tariffs, export controls, and a broad range of global economic issues involving international institutions such as the World Bank and IMF, climate finance, and sovereign debt matters. 

Him served as the Acting Director of the Financial Crimes Enforcement Network, the primary U.S. AML/CFT regulator and Financial Intelligence Unit (FIU) of the United States, where he led the bureau’s efforts to reform the U.S. AML/CFT framework through implementation of the Anti-Money Laundering Act of 2020; issue regulations on beneficial ownership, real estate, and investment advisers; and enhance cooperation and engagement with financial institutions, law enforcement, and civil society.  Him also led FinCEN’s enforcement efforts and supervisory engagement with the Federal banking regulators, as well as international cooperation and engagement with foreign FIUs.

Him has also served in senior legal and policy roles throughout the U.S. government, focusing on the intersection of international economic policy and national security challenges.  He served at the White House as the Senior Director for International Trade and Investment at the National Security Council and National Economic Council and as Deputy Legal Adviser to the National Security Council.  He also was the U.S. Treasury Department’s top international lawyer and a senior policymaker, where he was the Acting Deputy Assistant Secretary for International Trade and Investment and the Assistant General Counsel for International Affairs.  He started his career at the State Department where he worked as an attorney-adviser on economic sanctions, trade, and climate change negotiations.

Him earned his law degree and Master of Public Policy from the University of California at Berkeley.  He also earned a Master of Science from the University of Colorado at Boulder in astrophysics, planetary and atmospheric sciences and a Bachelor of Arts in physics, with high distinction, from the University of California at Berkeley.  After law school, Him served as a law clerk on the U.S. Court of Appeals for the Ninth Circuit and the U.S. District Court for the Northern District of California.  He is a member of the D.C. Abogada mexicana egresada de la Universidad Anáhuac del Norte, con Máster en Derecho Internacional por la Universidad de Roma Tre, Italia, y Maestría en Derecho de la Empresa por la Universidad Panamericana. Cuenta, además, con formación ejecutiva especializada, incluyendo el Programa Gerencial para Abogados de la Universidad de Yale y el Programa de Liderazgo Estratégico de la Escuela de Administración Kellogg.

Su trayectoria profesional combina experiencia nacional e internacional en los sectores público, privado y académico. A nivel internacional, realizó prácticas profesionales en la Embajada de México en Italia, en la Misión de México ante la Unión Europea y en la Corte Penal Internacional, con sede en La Haya, Países Bajos.

En el sector público, ha desempeñado diversos cargos en la Consultoría Jurídica de la Secretaría de Relaciones Exteriores y en la Unidad de Inteligencia Financiera de la Secretaría de Hacienda y Crédito Público. A Mexican lawyer, she graduated from Universidad Anáhuac del Norte with a Master’s degree in International Law from Roma Tre University, Italy, and a Master’s degree in Business Law from Universidad Panamericana. She also has specialized executive training, including the Management Program for Lawyers at Yale University and the Strategic Leadership Program at the Kellogg School of Management.

Her professional career combines national and international experience in the public, private, and academic sectors. Internationally, she completed professional internships at the Mexican Embassy in Italy, the Mexican Mission to the European Union, and the International Criminal Court in The Hague, Netherlands.

In the public sector, she has held various positions in the Legal Counsel’s Office of the Ministry of Foreign Affairs and in the Financial Intelligence Unit of the Ministry of Finance and Public Credit. At the Financial Intelligence Unit, she served as Director of International Relations, responsible for representing Mexico in multilateral and bilateral forums on the prevention and combating of money laundering and terrorist financing. Her participation as a member of the Coordinating Group for Mexico’s Third Mutual Evaluation before the Financial Action Task Force (FATF) is noteworthy, as is her role as Regional Representative for the Americas to the Egmont Group Committee.

She currently serves as an advisor to the Office of the Head of the Financial Intelligence Unit (UIF), where she participates in the design, monitoring, and strengthening of institutional strategies related to the UIF’s comprehensive mandate, including coordination and cooperation with obligated entities and sectors that carry out Vulnerable Activities.

In the private sector, she served as General Counsel for Mitsui Power and Development Americas, a Japanese multinational company, developing a comprehensive understanding of compliance, corporate governance, regulation, and corporate legal management.

A graduate in Law from the Universidad Latinoamericana, with a Master’s degree in Law from the Universidad Marista, and a Specialist degree in Energy Law from the National Autonomous University of Mexico (UNAM), she possesses specialized knowledge in energy law, financial law, fiduciary administration, auditing, tax oversight, anti-money laundering, the circular economy, social responsibility, and inter-institutional collaboration.

Throughout her professional career in the Federal and State Public Administration, she has served as Technical Director at the Ministry of Security and Citizen Protection; Director of Institutional Relations and Agreement Monitoring at the Ministry of Infrastructure, Communications, and Transportation; Head of the Management and Technical Support Unit in the Government of the State of Mexico; and in specialized areas of the National Bank of Public Works and Services (Banobras) and the National Center for Natural Gas Control (Centro Nacional de Control del Gas Natural).

En la Comisión Nacional Bancaria y de Valores (CNBV), donde colaboró durante más de 8 años como regulador y supervisor del Sistema Financiero Mexicano, ocupó el cargo de Vicepresidente de Supervisión de Procesos Preventivos. Con anterioridad, se desempeñó como Titular de la Unidad de Asuntos Internacionales de la entonces Procuraduría General de la República y como Agregado ante la Unión Europea y Suiza. Previamente, en la SHCP como Director Ejecutivo Jurídico y Director Corporativo Jurídico Fiduciario del SAE, supervisó más de 40,000 procesos legales y logró una reducción del 40% en litigios contingentes, además de encabezar la liquidación efectiva de Luz y Fuerza del Centro.

Actualmente es Socio Fundador y Director General de LEX-QUO GROUP, S.A. DE C.V. (LEXQUO), firma de consultoría regulatoria especializada en prevención de lavado de dinero y financiamiento al terrorismo (PLD/FT), aportando una visión regulatoria de alto nivel sustentada en su experiencia como supervisor e internacionalista.

Reconocido conferencista y catedrático universitario con más de 25 años de actividad en México, América Latina y Europa, es también columnista, escritor y narrador. Hapublicado diversos artículos y es coautor del libro “Prevención de Operaciones con Recursos de Procedencia Ilícita en México” junto con Santiago Nieto Castillo y Karla Valenzuela Pérez, y contribuyó al libro “Una Perspectiva Interdisciplinaria sobre la Lucha Contra la Corrupción”, coordinado por Sergio Eduardo Huacuja Betancourt.

En 2026, es coautor del libro “Compliance Digital” junto con Maribel Vázquez, obra que aborda los desafíos del cumplimiento normativo en la economía digital, consolidando su perfil como referente en la intersección entre tecnología, prevención del delito financiero y gobierno corporativo en el contexto latinoamericano.

Sandro García-Rojas has represented Mexico before various international organizations and forums, including the United Nations, the Financial Action Task Force (FATF), the Council of Europe, the OECD, and Eurojust, among others. He has participated in initiatives related to anti-corruption, anti-money laundering, counterterrorism and its financing, the fight against organized crime, and international cooperation. He has provided international consulting on anti-money laundering and risk-based approaches in collaboration with GAFILAT and the Central American Bank for Economic Integration, as well as on FATF mutual evaluations.

He has developed his career in both the public and private sectors. At the National Banking and Securities Commission (CNBV), where he worked for more than eight years as a regulator and supervisor of the Mexican Financial System, he held the position of Vice President of Preventive Process Supervision. Previously, he served as Head of the International Affairs Unit of the then Attorney General’s Office and as Attaché to the European Union and Switzerland. Previously, at the Ministry of Finance and Public Credit (SHCP) as Executive Legal Director and Corporate Legal and Fiduciary Director of the Asset Administration Service (SAE), he oversaw more than 40,000 legal processes and achieved a 40% reduction in contingent litigation, in addition to leading the effective liquidation of Luz y Fuerza del Centro (Central Light and Power Company).

He is currently the Founding Partner and CEO of LEX-QUO GROUP, S.A. DE C.V. (LEXQUO), a regulatory consulting firm specializing in the prevention of money laundering and terrorist financing (AML/CFT), contributing a high-level regulatory perspective based on his experience as a supervisor and internationalist.

A renowned speaker and university professor with more than 25 years of experience in Mexico, Latin America, and Europe, he is also a columnist, writer, and storyteller. He has published several articles and is co-author of the book “Prevention of Operations with Illicitly Sourced Resources in Mexico” with Santiago Nieto Castillo and Karla Valenzuela Pérez. Actualmente es Counsel en el área de Capital Markets en la oficina de México de la firma internacional White & Case donde asesora en materia financiera y de prevención de lavado de dinero a instituciones nacionales e internacionales, tanto financieras como no financieras.

De Agosto de 2018 a Septiembre de 2022 encabezó el área de práctica de Prevención de Lavado de Dinero en la firma de abogados Creel, García-Cuellar, Aiza y Enríquez, S.C.

Previamente se desempeñó por más de 16 años en instituciones como la Unidad de Inteligencia Financiera, la Comisión Nacional Bancaria y de Valores, la Unidad de Banca, Valores y Ahorro y el Banco de México.

Ha participado en la actualización y emisión de las Disposiciones de Carácter General en materia de Prevención de Lavado de Dinero y Financiamiento al Terrorismo aplicables a las instituciones que integran el sistema financiero mexicano, y en los trabajos relacionados con la implementación de la Ley Federal para la Prevención e Identificación de Operaciones con Recursos de Procedencia Ilícita.

Eduardo Apaez

He is currently Counsel in the Capital Markets practice at the Mexico office of the international firm White & Case, where he advises national and international financial and non-financial institutions on financial matters and anti-money laundering.

From August 2018 to September 2022, he headed the Anti-Money Laundering practice at the law firm Creel, García-Cuellar, Aiza y Enríquez, S.C.

Previously, he worked for over 16 years at institutions such as the Financial Intelligence Unit, the National Banking and Securities Commission, the Banking, Securities and Savings Unit, and the Bank of Mexico.

He has participated in the updating and issuance of the General Provisions on the Prevention of Money Laundering and Terrorist Financing applicable to institutions within the Mexican financial system, and in the work related to the implementation of the Federal Law for the Prevention and Identification of Operations with Illicitly Sourced Funds.

He has also served as an expert for the Financial Action Task Force (FATF) in the evaluation processes of Aruba and Brazil, and coordinated the work leading to the approval of Mexico’s mutual evaluation report in 2018.

es consultora independiente desde enero de 2019 en temas de evaluación de riesgos de lavado de dinero y financiamiento al terrorismo, ha desarrollado la metodología de riesgos de varias instituciones financieras, entre ellas Nacional Financiera, UBS casa de Bolsa y UBS asesores en inversión, varias SOFOMES ENR, MUFG Bank, Santander Openbank, Spin by Oxxo, KLU Fintech y Aseguradora el Águila, entre otras.

Economista por el ITAM y maestra en economía y negocios por ITESM, especialista en análisis estratégico en temas de LD/FT, está certificada por la CNBV en materia de PLD/CFT. Es maestra del ITAM en los diplomados para obtener la certificación en materia de PLD/CFT de la CNBV, así como en el diplomado para realizar la metodología de Enfoque Basado en Riesgo de las instituciones financieras, también es profesora en la Maestría anticorrupción de la UP.

María Dolores González Sepúlveda has been an independent consultant since January 2019 specializing in money laundering and terrorist financing risk assessment. She has developed risk methodologies for several financial institutions, including Nacional Financiera, UBS brokerage firm and UBS investment advisors, various non-bank financial institutions (SOFOMES ENR), MUFG Bank, Santander Openbank, Spin by Oxxo, KLU Fintech, and Aseguradora el Águila, among others.

An economist from ITAM and with a master’s degree in economics and business from ITESM, she is a specialist in strategic analysis on money laundering and terrorist financing (ML/TF) issues and is certified by the CNBV (National Banking and Securities Commission) in AML/CFT. She teaches at ITAM in the diploma programs for obtaining CNBV certification in AML/CFT, as well as in the diploma program for implementing a Risk-Based Approach methodology for financial institutions. She also teaches in the Master’s program in Anti-Corruption Studies at UP (Universidad Panamericana).

María Dolores worked at the Financial Intelligence Unit (UIF) from May 2005 to December 2018 as Deputy Director General of Vulnerable Activities Analysis. She created the UIF’s strategic area in 2005, coordinated the First National Risk Assessment in 2016, and was responsible for providing feedback on the quality of reports from entities subject to the AML/CFT regime. She also oversaw the first two sectoral risk assessments of financial institutions and DNFBPs.

From 1985 to 2004, she was a full-time professor in the Economics program at the University of Panama (UP).
